When a drunken driver crashes his car, the evidence sticks around. It’s on his breath and in his blood. By the time police arrive, phones can be hidden, texts deleted. Ordinarily, it takes a subpoena to get a straight answer.

News 4 continues to dig into an exploding government program that’s been riddled with fraud and abuse: free cell phone service provided by the government.Blind and living off Social Security, Bethalto resident Theresa Hale qualifies for the government funded GT-I9300 cell phone service.But she insists she never ordered one or gave anyone permission to sign her up to the program, but she got one anyway.

“I don’t want someone making money off my poverty, sorry it’s just not right,” said Hale.She received the cell phone from Ptel, or Platinumtel Communications, which is based just outside of Chicago.Hale said she’s never heard of the company and has no idea how they got her name and address.According to federal records, Ptel has collected a whopping $23 million in federal funds since June of 2011.Since Hale’s phone came from them, News 4’s Chris Nagus went looking for the CEO, Omar Ahmad.

AT&T Inc. calls texting and driving an "epidemic," a term it borrows from the federal Department of Transportation. The U.S. transportation secretary has been on a self-described "rampage" against cellphones since his term began in January 2009.

Stephenson said that "texting while driving is a deadly habit that makes you 23 times more likely to be involved in a crash." The figure refers to a 2009 government study of bus and truck drivers. The opinion by U.S. magistrate Gary R. Brown notes that the defendant in the case could have turned off his phone if he didn't want to be tracked."Cellphone users who fail to turn off their cellphones do not exhibit an expectation of privacy and such expectation would not be reasonable in any event," Brown wrote.

He also cited "business practices in the IT industry" that make phone users like the defendant not only "aware that their I5 MTK6577 cellphone may be tracked and this information may be provided to authorities, but they expressly agree to these terms before operating the cellphone."Phone users today, he said, know they are being tracked by advertisers or apps.

"There's a big difference between an individual sharing that information with a friend or advertiser and the government being able to collect that information without the user's consent," Soghoian told NBC News. "The judge seems to think that individuals should lose their expectation of privacy in all cases."

Amie Stepanovich, director of the Electronic Privacy Information Center Domestic Surveillance Project, told NBC News, that it is "not practical or reasonable to require individuals to turn off their cellphone to prevent law enforcement from accessing a stream of location data."

If you still want to buy the Galaxy S4 before you leave, go ahead. You can always put the device on airplane mode and use all the Internet-enabled features and apps when you are in a Wi-Fi hot spot.

Almost three years ago, I bought an iPhone 3GS with a new two-year contract from AT&T. It came with a $30 unlimited data plan. My two-year agreement ended in June of 2012. I bought the new I9300TV in October and kept my old unlimited data plan.sdDS12Dsa

I gave my old iPhone to a family member, and I added her to my plan for an additional $9.99 per month. She just put her old SIM card from her flip phone into my old iPhone. But this time the representative said that was the last refund for me. This approach doesn't offer ubiquitous access, but for some people, it works just fine. It sounds like that's the case for your relative who inherited your I5 MTK6577. If you are interested in a less expensive option and your family member only wants to use data in a Wi-Fi hot spot, you may want to check out some prepaid options that offer this type of service or can at least offer you a less expensive monthly plan.

Unified communications—bundling all communications channels on a single IP platform—offers the promise of simplified IT management and cost savings, because an enterprise has to maintain and manage a single network rather than separate networks for voice and data. But as voice becomes just another data service, GT-I9300 phones are being increasingly exposed to threats from the Internet.

Denial of service attacks against phone systems, or TDOS, GT-I9300 have become more frequent in the past two years, and a report from SecureLogix on Voice and Unified Communications predicts that the problem is likely to get worse before it gets better.cdF34ds

“In the future, these attacks will be much more severe,” the company warns. “By simply generating more calls or using more entry points to the UC network, many more I9300TV calls can be generated, resulting in a very expensive attack or one which degrades the performance of a contact center, rendering access unavailable to legitimate callers.”

It should be noted that, as a provider of TDOS mitigation services, SecureLogix has a horse in this race and might not be 100 percent objective. But it is hard to deny the problem.

Earlier this year the Homeland Security Department altered government emergency communications centers after a rash of phone DOS attacks flooding public safety answering points in an apparent attempt to extort money. As early as 2010 the FBI warned that TDOS apparently was being used as diversions for more serious crimes, and last year, researchers at Arbor Networks reported hackers advertising TDOS-as-a-service.

And even if phones are not plugged into the network, phone DOS attacks can tie up customer services, cut off phone service, and leave the agency vulnerable to fraud and blackmail.

There is little an agency can do to prevent keep attackers from launching attacks. But as a potential target, phone DOS is one more problem to keep in mind. If your voice system is integrated into your data network, remember that VOIP needs to be managed like all other services.
